The present invention relates to a composition for treating refractory ulcers, comprising substance P, an antioxidant, a surfactant, and a thickener, as effective components, and more specifically, relates to a composition which, due to said combination, exhibits excellent effects of reducing the thickness of epithelial tissues and promoting collagen synthesis, and thus can be used in the treatment of various refractory ulcers. The composition comprising the substance P of the present invention has the stability of the substance P increased due to a synergistic effect by mixing the substance P and basic characteristics with the antioxidant, the surfactant, and the thickener, and thus exhibits excellent therapeutic effects on refractory ulcers. Accordingly, the composition of the present invention can be beneficially used for treating refractory ulcers, such as diabetic ulcers.
