The present invention provides portable rain boots. The present invention relates to portable rain boots which can be worn over shoes worn by a user, each include tightening buckles attached to the ankle and thigh portions so as to prevent the user's foot from moving loosely in the boot, and each employ a detachable boot liner so as to provide waterproof and cold protection functions in hot summer and snowy winter weather conditions. In addition, the tightening buckle disposed in the ankle portion not only serves as a fixing device for the user's ankle and thigh, but also prevents the user's foot from moving loosely in the boot. Further, the present invention can prevent entrance of snow, dirt, sand, and the like into the boots or shoes.
