Provided is a paper sheet turning and transporting mechanism for transporting paper sheets, the mechanism having, around an axis perpendicular to a transportation surface for transporting paper sheet, a turning and transporting path for transporting paper sheets being transported so that the paper sheets being transported are rotated. The turning and transporting path has a roller transporting means for sandwiching and transporting the paper sheets being transported, by using rotationally driven transportation rollers and press rollers which presses the transportation rollers with a predetermined pressing force, wherein the rotational axis of at least one among the transportation rollers or the press rollers is disposed so as to pass through the rotation center of a rotation path of the paper sheets in the transportation surface and be inclined with respect to the transportation surface of the paper sheets, and the sandwiching surfaces of the transporting rollers or pressing rollers, which are disposed to be inclined, are parallel to the transportation surface of the paper sheets.
