The invention relates to the field of energy conservation and emission reduction devices, and discloses an activated catalyst for energy conservation, a vehicle energy saver comprising the catalyst, and a mounting method thereof. The catalyst comprises a nanocomposite anion far-infrared material and a carrier. The catalyst simultaneously improves the molecular activity of both fuel molecules and oxygen molecules, improves a combustion environment, and increases the combustion heat value of a fuel, such that engine power is increased during combustion of the same amount of fuel, thereby conserving energy without affecting safety performance of a vehicle or the service life of an engine. The activated catalyst for a vehicle energy saver also improves engine power, conserves energy, reduces harmful gas in vehicle exhaust, oxidizes and decomposes harmful gas in the vehicle exhaust, and activates an exhaust catalyst in a muffler. The mounting method ensures energy conservation and emission reduction at different rotation speeds of the engine, thereby achieving an optimal overall energy conservation and emission reduction effect.
