Provided is a predicted image acquisition device for acquiring a synthesized predicted image by associating with one another an observation signal which is a signal obtained from an original image to be decoded and having a dimension lower than that of the original image, a first predicted image having a high correlation with the original image, and a second predicted image having a high correlation with the original image. The predicted image acquisition device is provided with: an interpolation coefficient acquisition unit which acquires, from the first predicted image, the second predicted image, and the observation signal, an interpolation coefficient which is set for each pixel of the synthesized predicted image; and a synthesized predicted image acquisition unit which synthesizes the first predicted image and the second predicted image using the interpolation coefficient for each pixel to obtain a synthesized predicted image. The pixels constituting the observation signal are represented by a linear sum of the original image.
