A staged purification and waste heat recovery system for dust-containing flue gas and a dedusting heat storage and exchange device. Said system comprises: a housing (11), the housing (11) being of a hollow cuboid structure, a partition plate (12) being provided in the middle of the housing (11), the partition plate (12) dividing the housing (11) into upper and lower chambers, the chamber located below being a flue gas passage (11a), and the chamber located above being a cooling medium passage (11b); a flue gas inlet (2) is provided at the left end of the flue gas passage (11a), a flue gas outlet (4) is provided at the right end thereof, and a stepped ash cleaning port (8) is provided at the lower end thereof; a cooling medium outlet (1) is provided at the left end of the cooling medium passage (11b), and a first cooling medium inlet (3) is provided at the right end thereof; and the flue gas passage (11a) is internally provided with a dedusting heat storage and exchange device and an ash cleaner (28). The dedusting heat storage and exchange device consists of several dedusting heat storage and exchange units arranged side by side in the transverse direction; and each of the dedusting heat storage and exchange device units comprises a foam metal block (7), a filter screen (18) and several three-dimensional ribbed heat pipes (5). Said system and device can be widely applied to waste heat recovery of industrial flue gas.
