Disclosed are a water ecological monitoring and water surface restoring robot and a water ecological restoration and control method. A cabin of a hull of the water ecological monitoring and water surface restoring robot is internally provided with a control cabin, a water quality monitoring cabin, and a water treatment device cabin, and is externally provided with a water surface photographing device and a remote communication device; the control cabin is connected to the water quality monitoring cabin, the water surface photographing device, and the water treatment device cabin; the water quality monitoring cabin is used for monitoring a water quality parameter of a water body to be tested and obtaining an underwater biological image; the water surface photographing device is used for obtaining a water surface biological image; the water quality parameter comprises water quality routine five parameters and water quality nutrition degree parameters; the control cabin is used for receiving the water quality parameter, the underwater biological image, and the water surface biological image, and controlling the water treatment device cabin to restore the water body to be tested; and the remote communication device is connected to the water quality monitoring cabin and the water treatment device cabin. According to the present invention, automatic and real-time dynamic monitoring of water ecology, early warning of water pollution, and ecological self-adaptive restoration based on an artificial intelligence control algorithm can be implemented.
