This inattentiveness determination device is provided with: a photographic image acquisition means which acquires a photographic image of a driver driving a moving body; a first inattentiveness determination means which detects the gaze direction of the driver on the basis of the photographic image and which, on the basis of the gaze direction and a prescribed gaze range determined with the traveling direction of the moving body set as the reference, determines whether or not the driver is in a state of inattentiveness; and a second inattentiveness determination means which, in the case when no gaze direction can be detected, determines, on the basis of the driver's face orientation and a prescribed face-orientation range determined with the traveling direction of the moving body set as the reference, whether or not the driver is in a state of inattentiveness.
