The security scanning and inspection system comprises a detection device, a scanning device (1), and a control device, wherein the detection device is used for detecting the protection properties of inspected objects (2; 2'); the scanning device (1) is movably arranged, the scanning device (1) is used for emitting scanning rays during the movement to perform security scanning and inspection on the inspected objects (2; 2'), and the scanning device (1) has at least two operation modes, with the dose of scanning rays corresponding to each operation mode being different from the dose of scanning rays corresponding to that of the other operation mode; and the control device is used for adjusting the operation mode of the scanning device (1) according to the protection properties of the inspected objects (2;2') detected by the detection device so as to achieve effective avoidance for the inspected objects (2; 2') that need to be avoided.
