Provided is a plastic scintillating fiber that makes it possible to detect low-penetrating radiation. A plastic scintillating fiber according to one embodiment of this invention includes: a core (1) comprising a plastic optical fiber and including one or more fluorescent agents; a cladding layer (2) having a lower refractive index than the core (1), which is provided in a central part; and an outermost layer (3) covering the outer peripheral surface of the cladding layer (2). The outermost layer (3) includes a base material for producing scintillation light and one or more fluorescent agents for converting the scintillation light into longer-wavelength light.
