[Problem] To suitably control resource allocation amounts such as the number of VMs/containers by auto-scaling. [Solution] An auto-scale-type performance guarantee system 10 performs auto-scaling that increases/decreases the number of VMs/containers V1-V4 (V1-V4) generated by a server, and V1-V4 resources. A computer 11 is provided with: a plurality of types of V1-V4; a data collection unit 11a that collects V1-V4 resource allocation amounts; and a resource control unit 11b that performs auto-scaling for increasing/decreasing the V1-V4 resources in accordance with resource control amounts. A controller 12 is provided with: a dependency calculation unit 12b that, on the basis of the collected allocation amounts, calculates a dependency indicating the dependence or independence of each allocation amount with respect to performance for ensuring the quality of a communication service involving V1-V4; and an auto-scale determination unit 12c that determines the resource control amounts for increasing/decreasing only the resources associated with a calculated dependency indicating dependence.
