[Solution] A virtualization platform 1 comprises: a monitoring unit for monitoring the load of a plurality of computes and the load of a virtual machine that is an execution environment operating in a compute; a scaling implementation determination unit for determining to implement scaling and calculating the necessary amount of resource; a resource dispensing control unit for performing resource management and allocation; a scaling method determination unit that, when scaling is determined by the scaling implementation determination unit to be implemented, confirms the availability of the resource of each compute and selects scaling out and/or scaling up; and a scaling indication unit for indicating the selected scaling method.
