The purpose of the present invention is to enable accurate prehension of number of people presenting in a space even when the entire space is not within a range communicable by a remote controller. A portable device (4) comprises: a response request transmitting unit (421) that transmits a response request by operating as a representative device when receiving collection trust transmitted from a remote controller (3); a device ID transmission unit (431) that sends a device ID of its own device in response to the response request received from the representative device when the device is not a representative device; and a device list transmission unit (423) that generates a device list including device IDs transmitted from other portable device (4) in response to the response request together with the device ID of its own device and sends the device list back to the remote controller (3) in response to the collection trust. The remote controller (3) has an in-room people number calculation unit (34) that aggregates the device IDs included in the device list collected from the representative device so as not to redundantly count the same device IDs and calculates the aggregated value as the number of in-room people.
