On the basis of the estimated boarding time, a security inspection station arrival time calculation means (12) calculates a security inspection station arrival time at which the airport user arrives at a security inspection station. A security inspection station congestion forecasting means (13) acquires a time-series forecast on congestion at the security inspection station. On the basis of the security inspection station arrival time and the time-series forecast on congestion at the security inspection station, a special-offer determination means (14) determines special-offer information to be issued to the airport user and a valid term therefor. A special-offer issuing means (15) issues, to the airport user, the special-offer information determined by the special-offer determination means (14).
