The present invention relates to a technology of classifying and analyzing the possibility of a disaster and a real-time disaster situation of a disaster afflicted area by utilizing a synthetic aperture radar (SAR), wherein: useful high resolution image big data of a disaster (flood, drought, earthquake, typhoon, or the like) afflicted area may be collected in real time by using the synthetic aperture radar (SAR); on the basis thereof, images before and after a disaster in a specific area may be compared to each other so as to detect a change and analyze and predict a degree of damage; and accurate disaster damage identification and situation analysis may be performed using multi-temporal SAR image big data. Accordingly, systematic information such as analysis of, prediction of, and response to flood and drought damage such as stream flooding and stream drying can be provided.
