The present invention is provided with: a cutting step (K1) for cutting a round billet (220) as a billet having a columnar shape from a raw material billet (210), at least one bottom surface from among two bottom surfaces constituting a column in the round billet (220) being a cutting plane pertaining to cutting of the round billet (220) in the step; a first ultrasonic flaw inspection step (K2) for performing ultrasonic flaw inspection from at least one bottom surface in the round billet (220); a forging/rolling/shaft hole boring step (K4) for processing the round billet (220) into a wheel shape and manufacturing a wheel-shaped processed product (230); and a second ultrasonic flaw inspection step (K7) for performing ultrasonic flaw inspection of the wheel-shaped processed product (230).
