[Problem] To provide a system which makes it possible to achieve the mass reforming of a hydrocarbon material into hydrogen within a short time by utilizing low-temperature waste heat having a temperature of lower than 700°C. [Solution] A methanol synthesis apparatus according to the present invention is provided with: a system 1 for producing hydrogen and a synthetic gas and a methanol synthesis system (not shown) for synthesizing methanol using at least a portion of the hydrogen and at least a portion of the synthetic gas as raw materials. The former system 1 is equipped with: a first reactor 10 for reacting an oxidized oxygen carrier M(O) with a hydrocarbon-type material to produce a reduced oxygen carrier M( ), hydrogen and a carbon oxide; and a second reactor 20 for reacting the reduced oxygen carrier M( ) with water to produce an oxidized oxygen carrier M(O) and hydrogen. The system 1 may be of a chemical looping mode in which the oxygen carrier M(O) can circulate and flow between the first reactor 10 and the second reactor 20, or may be of a cyclic operation mode in which gases to be fed can be switched to each other.
