The present invention provides a low-temperature district heating system for improving heating efficiency, the system including: a heat exchanger for performing heat exchange between district heating intermediate-temperature water supplied through a first pipeline, and heating water supplied to a user side through a second pipeline; and an absorption heat pump disposed in the first pipeline and supplied with the district heating intermediate-temperature water and an unutilized heat source, so as to increase the temperature of the heating water collected from the user side and supply same to the second pipeline, wherein: the district heating intermediate-temperature water supplied through the first pipeline is supplied to the heat exchanger in a state in which the temperature thereof is decreased while passing the absorption heat pump; and a temperature adjustment unit is disposed in the second pipeline so as to adjust the temperature within a predetermined range by mixing the heating water supplied from the absorption heat pump to the second pipeline and the heating water supplied to the user side through the heat exchanger.
