The present invention provides a portable dual cold packs for enabling cold application at different temperatures according to the degree of itch and pain, the portable dual cold packs comprising: a cold application part filled with phase change materials (PCM) that provide a predetermined cold application temperature exceeding 7ºC in a solid state in order to prevent low-temperature burns while alleviating itch or pain; and a heat-insulating part attached to the rear surface of the cold application part, which is opposite to the front surface of the cold application part that contacts skin, thereby preventing cold air from leaking outside. The cold application part comprises a first cold application part filled with a first phase change material that provides a first cooling temperature, and a second cold application part filled with a second phase change material that provides a second cooling temperature lower than the first cooling temperature. A separating folding part is provided between the first cold application part and the second cold application part so as to separate the first cold application part and the second cold application part from each other such that the first phase change material and the second phase change material do not mix, and the separating folding part also allows the first cold application part and the second cold application part to be bent and folded.
