A multi-energy CT substance decomposition method for base materials, comprising: placing a scanned object in a multi-energy CT imaging system to obtain projection value data under N energies (S111); on the basis of a pre-established mapping relationship, mapping the projection value data under the N energies of the scanned object to obtain projection data of M base materials (S112), wherein the mapping relationship is a mapping relationship between projection value data under the N energies corresponding to the M base materials of different thicknesses and different scattering intensities, and the corresponding thicknesses and scattering intensities of the M base materials, M and N are both positive integers, N≥3 and 2≤M≤N-1, or M=N=2; and performing image reconstruction on the basis of the projection data of the M base materials to obtain an image having no artifacts. The present method decomposes the measured projection value data onto the M base materials to find the projection data and scattering intensities of the M base materials corresponding to an unknown object structure. Since the scattering intensities and the projection data of the base materials are separated, a good scattering artifact elimination effect is also achieved.
