Disclosed are a rock mechanics testing machine combining dynamic and static loads, and a testing method, which relate to the technical field of rock mechanics testing. The testing machine comprises a static loading device, a dynamic loading device and a monitoring system, wherein the static loading device comprises a top beam (1), upright columns (2), a loading oil cylinder (3), a bearing column (5) and a cross beam (6); and the dynamic loading device comprises energy storage springs (7), telescopic columns (8), energy storage control oil cylinders (9), electromagnets (10), lifting oil cylinders (11) and protective base plates (12); the upright columns (2) are provided at two sides of a lower part of the top beam (1); the loading oil cylinder (3) is provided on a base (4); the telescopic columns (8) and the energy storage control oil cylinders (9) are provided between the top beam (1) and the cross beam (6); the energy storage springs (7) sheathe the telescopic columns (8); the electromagnets (10) are provided on a lower end of the energy storage control oil cylinders (9); the lifting oil cylinders (11) and the protective base plates (12) are provided between the cross beam (6) and each of the upright columns (2); and an energy storage load sensor (14) is provided between the telescopic column (8) and the top beam (1). A method for using the testing machine to study impact failure of a rock specimen is further disclosed, and a testing objective of synchronous static and dynamic loading on the same rock specimen is realized, and advantages, such as flexible and convenient control, are further achieved.
