The method comprises: monitoring a wake up signal; and determining, on the basis of a monitoring result of the wake up signal, whether to enter a sleep state from an activated state. A terminal device can enter a sleep state from an activated state according to a monitoring result of a wake up signal, and an access network device does not need to additionally send a go-to-sleep signal to control the terminal device to enter the sleep state from the activated state, such that network signaling overheads can be saved on.
