Disclosed are a beam failure indication and recovery method and device based on data scheduling. The method is applied to a terminal device, and comprises the following steps: detecting at least one beam failure, and reporting first information as beam failure indication; receiving a downlink control channel, wherein the downlink control channel is used for indicating an uplink time frequency resource when the beam failure occurs; and the terminal using the uplink time frequency resource to send third information, wherein the third information includes beam failure information of a plurality of carriers and/or a plurality of beams. The method is applied to a network device, and comprises the following steps: receiving the first information, and determining that a beam failure event occurs; sending the downlink control channel, wherein the downlink control channel is used for indicating the uplink time frequency resource when the beam failure occurs; and receiving the third information at the uplink time frequency resource, wherein the third information includes the beam failure information of the plurality of carriers and/or the plurality of beams.
