According to one embodiment of the present invention, provided is a system for tracking a position of a rescue member in a disaster building, which comprises: a position detector outputting blinking light having a light blinking frequency which is distinguishable toward at least one light transmitting window present in the disaster building, and detecting a light arrival point position corresponding to an arrival point in the disaster building of the blinking light; a member terminal carried by a rescue member and photographing a ray image formed at the position of the ray arrival point in the disaster building by the blinking ray, and transmitting the photographed ray image; and a position tracking server using the arrival point position of the ray for the blinking ray received from the position detector and a light blinking frequency calculated from the received ray image, and determining an indoor position of the rescue member carrying the member terminal.
