Disclosed is a wind pressure-resistant afforestation method for forming a green area in a space where a solar cell panel is installed. The wind pressure-resistant afforestation method comprises: a first step of installing a sheet for waterproofing and root-prevention on the ground; a second step of installing at least one fixing device corresponding to each post in one area of the sheet, where the post of a solar cell panel is installed, through ultrasonic welding; a third step of installing a mat for moisturization in a different area of the sheet corresponding to the lower part of the solar cell panel, and spreading soil for planting to form a first green area; a fourth step of filling soil and disposing a box-shaped planting unit, where plants are planted, in the remainder area of the sheet to form a second green area; a fifth step of disposing a heavy body between the first and second green areas; and a sixth step of disposing a mulching member for drainage between the heavy body and the first green area. The post of the solar cell panel is stood on the sheet through the fixing device and the solar cell panel is installed on the upper part of the post. Accordingly, it is prevented that the sheet is damaged by installation of the solar cell panel, thereby providing effects of preventing damage caused by water leakage and roots of a plant and, especially, guiding flow of water dropped from the solar cell panel to prevent drought in at least the first green area.
