The present invention relates to: a zerovalent iron catalyst using a coal combustion by-product, which is surface modified by alkali as a support; and a manufacturing method thereof. Since the zerovalent iron catalyst uses the coal combustion by-product, which is surface modified by alkali, as the support, the zerovalent iron catalyst has excellent economical efficiency, has excellent reactivity since p-nitrophenol can be reduced to p-aminophenol within a short time, can maintain a reaction rate of a catalyst even if the zerovalent iron catalyst is used more than twice, and is eco-friendly since there is no fear of leaching of heavy metals in coal combustion by-products by modifying a surface with alkali.
