The present invention relates to an electrical dust collecting filter with a function for preventing contamination of a high voltage insulating element and an electrical dust collecting apparatus with a function of firefighting, and more specifically, to an electrical dust collecting filter with a function for preventing contamination of a high voltage insulating element, configured to maintain insulation performance between a dust collecting electrode and a discharge electrode, and to an electrical dust collecting apparatus with a function of firefighting, in which a plurality of dust collecting filters are connected to each other. The electrical dust collecting filter comprises: a dust collecting electrode unit (11) formed with a plurality of cells; a discharge electrode unit (12) including a discharge electrode (121) arranged inside the plurality of cells; and insulation units (13a, 13b) electrically insulating the dust collecting electrode unit (11) and the discharge electrode unit (12). The insulation units (13a, 13b) include a connection member (133) electrically connected to the discharge electrode unit (12) and an insulation member (131) for fixing the connection member (133), and the insulation units (13a, 13b) form a separation arrangement space separated from the dust collecting electrode unit (11).
