The present invention relates to a system to determine foreign substances in food based on spectrum analysis, capable of securing the reliability of a determination result through the normalization of a scale and analysis on a correlation between an analysis result and standard spectrum data, and a method thereof. The system includes: a spectrum analysis device (10) analyzing the spectrum of foreign substances in food; an input module (20) inputting data including specimen names of the foreign substances in the food and specimen spectrum data analyzed from the spectrum analysis device (10); a standard spectrum database (30) storing standard spectrum data of known foreign substances in the food; a specimen data processing module (40) including normalizing the scale of the specimen spectrum data based on a standard spectrum; an analyzing module (50) comparing a result of the specimen data processing module (40) to the standard spectrum database (30); and an output module (60) outputting an analysis result of comparing the specimen spectrum data and standard spectrum data, the specimen spectrum data processing result, the result of the specimen spectrum data processing step to the standard spectrum database (30) through a display device.
