The present invention relates to a Pd-based metal dense hydrogen permeation membrane using a porous nickel support having a methanation catalytic function, and a purpose thereof. According to the present invention, a hydrogen concentrating reactor comprises: a palladium-based dense film layer; a diffusion barrier layer; and a hydrogen separation composite membrane on which a porous nickel support having methanation catalytic activity for removing CO in hydrogen concentrating gas passing a palladium-based dense film is laminated. The porous nickel support having the methanation catalytic activity is arranged in a side for passing hydrogen based on the palladium-based dense film wherein heat treatment is required at the 550°C or higher when the diffusion barrier layer is formed on the porous nickel support. In order to prevent occlusion of pores of the porous nickel support, which is manufactured by compressing nickel powder, by sintering at 550°C or higher and completely remove all CO by performing a methanation reaction with the all CO in the hydrogen concentrating gas which passes the palladium-based dense film, the porous nickel support is manufactured by performing surface coating with the nickel powder having 1-50 μm of an average diameter with ceramics, mixing ceramic powder as a binder and compressing the same.
