The present invention relates to an environment-friendly wave-dissipating block using a perforated structure and a method for constructing the environment-friendly wave-dissipating block. The environment-friendly wave-dissipating block using a perforated structure, which is installed in a place receiving big waves such as a breakwater or a shoreline, is constructed by having A-type wave-dissipating blocks seated on both ends of the last X-type wave-dissipating blocks after having X-type wave-dissipating blocks having a V-shaped wave damping unit seated sequentially toward the sea through: a pit excavation step; a riprap or gabion mounting step; and a wave-dissipating block seating step, wherein the wave damping unit is manufactured with a composition including 74 to 88% by weight of aggregate, 10 to 25% by weight of binder, 0.2 to 1.0% by weight of loess, and 0.3 to 1.0% by weight of additives, and the A-type wave-dissipating block is manufactured with the same composition. Therefore, the V-shaped wave damping unit of the present invention enables wave energy to be canceled step by step due to interaction between waves and at the same time, a ′/′-type wave damping unit reduces scour and reflected waves, thus preventing the occurrence of scour and subsidence. Moreover, it is possible to restore the marine ecosystem because the loess and pigment promote the growth of algae.
