An object of the present invention is to provide a carbon fiber nonwoven fabric which is useful as a substrate having excellent conductivity and thermal conductivity as well as excellent gas diffusivity and drainage property as an electrode substrate of a solid polymer fuel cell. The present invention is a carbon fiber nonwoven fabric in which a plurality of non-perforated holes having an opening area larger than the average pore area of the carbon fiber nonwoven fabric is dispersed on the surface, and carbon fibers in which no broken fibers are observed at the periphery of the non-perforated holes in plan view. It is a nonwoven fabric.
