Disclosed are a brainy RTU for flood forecast/warning, a rainfall prediction method and a fire/flooding-related alarm transmission method using the same. The brainy RTU for flood forecast/warning comprises: an RTU-side measurement data reception module for receiving water level data and rainfall data measured in a water level and rainfall sensor; and a measurement data transmission module for transmitting the water level data and rainfall data received from the RTU-side measurement data reception module to a user terminal in real time for flood forecast/warning. According to the present invention, the brainy RTU is installed in a place where flooding or flood of dam, stream, lake, reservoir or the like easily occurs, thereby improving accuracy and speed of a flood forecast/warning for flood in a local area or place and being effective for management and maintenance of an RTU. In addition, the brainy RTU for flood forecast/warning is configured to manage water in real time by detecting water quality, weather and the like of reservoir or dam, thereby having an effect of checking reduction of the water quality or danger of water pollution in real time to take measures. In particular, the brainy RTU for flood forecast/warning can increase prediction accuracy of flood forecast/warning by predicting flood forecast/warning through communications data missing by a rainfall attenuation phenomenon during satellite communications, predicting rainfall by data analysis of a weather sensor, and predicting rainfall through analysis of an image of a CCTV camera. Also, the brainy RTU for flood forecast/warning is configured to transmit fire/flooding-related alarm based on fire data and flooding data, and to check whether a problem occurs in flood forecast/warning equipment including the brainy RTU by directly checking whether fire/flooding occurs through a CCTV camera, thereby contributing to stable operation of a flood forecast/alarm system.
