Methods and apparatuses for managing inter-satellite handovers provide that a user terminal can reduce the frequency of handovers while maintaining sufficiently high system capacity in a non-geostationary satellite communication system. The method and apparatus for managing inter-satellite handovers may be implemented in a gateway, in an infrastructure connected to the gateway, in a user terminal, or in a satellite.
