The present invention relates to a polystyrene sulfonic acid resin catalyst and a method for producing the same. This catalyst is used to perform dehydration and isobutylene oligomerization of tertiary butyl alcohol (TBA), respectively, to simultaneously produce isobutylene and diisobutylene (DIB). This catalyst includes polystyrene sulfonic acid resins, metals and metal sulfates. This metal contains two portions of a metal coated with polystyrene sulfonic acid resin and a metal not coated with polystyrene sulfonic acid resin. Metal sulphates are formed by converting the exposed surface of a metal that is not covered with polystyrene sulfonic acid resin in the catalyst. When the catalysts are used for the TBA dehydration and isobutylene oligomerization reactions, respectively, these two reactions are combined to supplement the energy required for the TBA dehydration reaction due to the high conductivity of the catalyst, and also the isobutylene oligomerization reaction packed bed The temperature of the heat source can be greatly reduced. In the reaction, the conversion per pass of the TBA dehydration can be at least 40% and the selectivity of isobutylene is at least 99%. In addition, when catalyzing the isobutylene oligomerization reaction, there is no need to add an inhibitor, which is still at least 80% DIB selectivity even when using isobutylene at a concentration of more than 80% by weight as a raw material.
