The present invention relates to a Loran-C (hereinafter referred to as Loran-C)/eLoran (hereinafter referred to as eLoran) multi-chain positioning apparatus for using ToA (signal arrival time) measurements, and to a method thereof. In particular, a raw ToA measurement value provided from a Loran-C/eLoran receiver is adjusted, uses a Brunavs model to compensate a pseudo distance error of the adjusted ToA measurement value, removes any time error and receiver clock offset using a simple equation, and then obtains a position of a signal receiving point using the ToA measurement value.
