The present invention relates to a method of constructing a solar power generation structure with a controllable height to be installed on soft ground such as a salt pond, a closed salt pond, a salt damage site, a waterside and the like. More specifically, the method comprises: a preparation step of a foundation spiral including an anchor with a wing placed on the outer edge surface into the surface of soft ground while rotating the spiral downwards; a combination step of inserting an integrated spiral with a screw thread formed on the outer surface to be screwed inside the anchor; a fixing step of fixing a flat integrated plate including a hollow hole placed at an upper end to the integrated spiral, and attaching a supporter including a supporter plate having the same shape as the integrated plate and fixed to a lower end by using bolts and nuts; and a completion step of attaching a solar panel to the upper end of the supporter. According to the present invention, a foundation plate including an anchor is inserted into the ground and fixed, and an integrated plate is screwed with the anchor to make the height controllable, a supporter and a solar panel are attached after the control of the height to make a construction method simple, and a plurality of wings having a diameter slightly larger than a plurality of anchors are fixed to the outer edge surface of the anchor to prevent the sedimentation of a structure caused by the load of the structure and the specificity of soft ground while bearing a wind load. Moreover, since moisture can be supplied into an anchor due to an increase in the amount of rainwater and underground water because the anchor is installed in a salt pond, a closed salt pond, a salt damage site, a waterside and the like, an anchor hole is installed to prevent the oxidation of a structure.
