The present invention relates to an apparatus for measuring a speed through water, which is a relative speed of a simulation vessel with respect to a towing tank. According to one embodiment of the present invention, an apparatus for measuring a speed through water in a towing tank using a laser Doppler velocimetry comprises: a measurement unit disposed on the front side of the simulation vessel to move with an electric towing vehicle; a self-weight compensation unit connected to the measurement unit and compensating the self-weight of the measurement unit; and a support unit installed in the electric towing vehicle, and having one side connected to the measurement unit and the other side connected to the self-weight compensation unit. The measurement unit comprises: a bottom plate coming into contact with a water surface of the towing tank; and the laser Doppler velocimetry disposed on the upper part of the bottom plate and irradiating a laser beam. Accordingly, the apparatus provides advantages of measuring a precise speed through water even if the water surface of the towing tank is disturbed, minimizing disturbance in water of the towing tank caused by the apparatus, and being used without a separate operation even if a water level of the towing tank is changed.
