The present invention relates to an automatic development charge analysis system and a method thereof. Moreover, the system includes: a permission target place input part inputting information of a permission target place to be checked about whether the place corresponds to a development charge imposition target; an avoidance type setting part setting an analysis range for a neighboring lot and an avoidance type to be compared to the permission target place among avoidance types avoiding a development charge imposition; a suspected lot analysis part analyzing a suspected lot matched with the set avoidance type by extracting a lot around the permission target place based on the set analysis range and comparing the lot to the permission target place; and a development charge imposition target determination part determining whether the place is a development charge imposition target by adding up the business extent of the suspected lot analyzed by the suspected lot analysis part and the business area of the permission target place.
