The present invention relates to a method for producing a polymer electrolyte membrane for a fuel cell, which comprises: a step (a) of producing a porous substrate including nanofiber formed of insulating polymer by electrospinning solution including the hydrocarbon-based insulating polymer; and a step (b) of spraying the hydrocarbon-based polymer electrolyte solution and impregnating the same in the porous substrate, wherein the step (a) and the step (b) are performed simultaneously. The polymer electrolyte membrane for a fuel cell, which is obtained by forming polymer electrolyte recessed in the substrate through a spraying while forming the substrate through an electrospinning by the producing method of the present invention has significantly improved long-term durability while having battery performance comparable to a membrane consisting only of a polymer electrolyte material. Moreover, the present invention is able to produce a reinforced polymer composite membrane in which a desired polymer electrolyte member is embedded while having excellent mechanical strength unlike conventional technology in which the type of a polymer electrolyte material was restricted by the pore size and porosity of a porous substrate in which polymer electrolyte is embedded.
