The present invention provides a manufacturing method for low-oxygen bulk titanium or titanium alloy and low-oxygen bulk titanium or titanium alloy manufactured by the same which can maximally reduce oxygen contained in bulk titanium or titanium alloy. The manufacturing method for low-oxygen bulk titanium or titanium alloy comprises: (a) a step of charging bulk titanium or titanium alloy into a deoxidation vessel, and arranging calcium on the bulk titanium or the titanium alloy in a contact manner or a noncontact manner; (b) a step of heating the inside of the deoxidation vessel to 700-1,000°C to deoxidize the bulk titanium or the titanium alloy; (c) a step of washing the bulk titanium or the titanium alloy deoxidized by the step (b) to remove calcium oxide on the surface of the deoxidized bulk titanium or titanium alloy; and (d) a step of arranging the bulk titanium or the titanium alloy from which calcium oxide is removed by the step (c) and calcium in a deoxidation vessel in a noncontact manner and heating the deoxidation vessel to 950-1,050°C to deoxidize the bulk titanium or the titanium alloy again.
