The present invention relates to a non-photocatalyst coated multifunctional activated carbon fiber filter which can extend lifetime of the filter by decomposing and removing adsorbed VOCs, malodorous substances, bacteria and virus to repeatedly regenerate micropores of the filter while having a deodorizing function and functions of collecting dust, fine dust and ultra-fine dust, and removing volatile organic compounds (VOCs), bacteria and virus by coating a TiO_2 based non-photocatalyst on an existing activated carbon fiber fabric; and a manufacturing method of the non-photocatalyst coated multifunctional activated carbon fiber filter. According to the present invention, the TiO_2 based non-photocatalyst is coated on a filter sheet which is manufactured of at least one of a polyester nonwoven fabric, polyethylene-based nonwoven fabric, and an activated carbon fiber (ACF).
