The present invention relates to a non-open cut tunnel construction apparatus by a combination of a casing and a support panel, which comprises: a plurality of casings (100) installed at a predetermined interval along an outer boundary of a tunnel to be excavated; and a support panel (200) installed integrally with the casings by connecting a casing (100a) to a casing (100b). Accordingly, a tunnel wall body can be formed before an excavation work in the tunnel. The non-open cut tunnel construction apparatus further comprises: boring equipment (not shown) for boring a position in which the casings (100) are to be installed and pressing the casings (100) along the boring; and ground cutting and panel installing equipment for pressing the support panel (200) along the cut portion while cutting the ground between the casing (100a) and the casing (100b).
