The present invention relates to a method for producing metal complex oxide using a eutectic solvent (deep eutectic solvent) and, more specifically, to a method capable of producing a metal complex oxide catalyst, which can be used in an oxygen generation reaction through water electrolysis, with a simple process at a low temperature by using a eutectic solvent as a solvent and a template. According to the present invention, cobalt vanadium for being used in an oxygen generation reaction by using a eutectic solvent can be produced in a simple process at a low temperature compared to existing methods, and has an effect of requiring significantly less energy for a phase formation. Moreover, the present invention is possible to control the morphology and particle size of a product catalyst and thus, has excellent potential which can be applied to various applications. The present invention comprises a step (a) of preparing an eutectic solvent, a step (b) of adding two or more kinds of metal salt to the eutectic solvent, and a step (c) of heating the eutectic solvent at 500 to 700°C.
