Provided are a method and an apparatus for reducing complexity of a sensor-based HEVC encoding in a low illuminance environment. The method for reducing the complexity of the sensor-based HEVC encoding in the low illuminance environment comprises the steps of: checking whether or not it is a low illuminance environment through an illuminance sensor; calculating a maximum value and variance of a Y element in a block unit to check whether or not it is a dark area when it is determined to be the low illuminance environment; and applying a fast algorithm and a dark_CFM condition to perform encoding when it is determined to be the dark area.;COPYRIGHT KIPO 2020
