The present invention relates to a system for injecting a grouting material into soft ground and a grouting material injection method using the same and, more specifically, to a system for injecting a grouting material into soft ground and a grouting material injection method using the same, which perform grouting material injection through the sequential horizontal boring from a prescribed depth of ground to the ground surface to form a grouting layer having prescribed strength, thereby effectively reinforcing the ground. The system for injecting a grouting material into soft ground comprises: a grouting material injection device (100) inserted into a borehole (10) bored into the ground to inject a grouting material supplied from the outside into the ground through a side of the borehole (10); a high-pressure underwater pump (300) to allow high-pressure water to flow to the grouting material injection device (100); and an injection pump (400) to supply a grouting material mixed by a mixing unit (500) to the grouting material injection device (100). Water flowing into the grouting material injection device (100) from the high-pressure underwater pump (300) is ejected towards the side of the borehole, and then the injection pump (400) is driven to allow the grouting material to be infiltrated and dispersed into the ground via the grouting material injection device (100).
