The present invention relates to: a reaction accelerator for non-sintering cement concrete comprising a polyhydric hydroxy group-containing aromatic amine compound produced by the reaction of an aromatic acid and an alkanolamine; and a non-sintering cement concrete composition comprising the same, wherein the non-sintering cement concrete composition contains a hydrophobic functional group and a hydrophilic functional group to provide dispersibility, thereby improving workability of non-sintering cement concrete, and is developed to be small and dense when a C-S-H phase is produced by consuming calcium hydroxide in the cured body, thereby being able to increase compression strength of non-sintering cement concrete and being able to be mixed with admixtures without restrictions.
