The present invention relates to a system for optimally arranging new renewable energy generation facilities, and an apparatus and a method for improving business performance through a conversion structure of business expenses to citizen participation funds. The system for optimally arranging new renewable energy generation facilities of the present invention is characterized in that, in wind and solar power generation businesses among new renewable energy generation businesses, for a wind power generation business, wind resource maps are created by inputting geographic data, geographic modeling, and weather data values, and the utilization rate according to the Weibull function and the utilization rate between commercial programs are compared and analyzed to find a stable and efficient business area, thereby predicting a high utilization rate and stable business performance, and for a solar power generation business, a generation time distribution and a regional generation time are compared and analyzed by inputting geographic data, geographic modeling, and weather data values, and a stable and efficient business area is found to predict a high utilization rate and stable business performance.
