The present invention relates to a method of solidifying contaminated soil, sludge, leachate or industrial wastewater, capable of easily using contaminated soil, sludge, wastewater, leachate and the like having high water content as a soil covering material, green soil, construction materials and the like by drying the same and making the same be harmless, and more specifically, to a method of making various types of harmful substances such as heavy metals, bad smell of oil and the like be harmless almost at the same time. According to the present invention, contaminants of a solid state or a liquid state with which water is mixed out of necessity such that water content becomes 40 to 80%, and granular fatty acid of an appropriate amount are simultaneously mixed and stirred with an inorganic material having high hydration heat, which is composed of at least one selected from quicklime, light dolomite, desulfurized gypsum, incinerator, dust, dolomite, and zeolite, and thus hydration and dispersion are smoothly performed under a high temperature of 40 to 100C.
