The present invention relates to an apparatus of collecting fine dust floating in the air using electrostatic force generated by means of frictional force, and more specifically, to an apparatus of, after power is supplied to a static electricity generation unit by means of rotational force of a motor, inducing the static electricity of a negative charge and the static electricity of a positive charge, simultaneously, and collecting fine dust floating in the air using an electrostatic plate charged with the negative charge (-) and the positive charge (+); and to an operation method thereof. In addition, the present invention relates to a dust collecting sheet which includes boron, nitrogen, aluminum components, thereby having improved physical and chemical adsorption power and also includes a silica gel or an activated carbon component, thereby providing moisture absorption power, and to a replacement method thereof.
