Disclosed are a system and a method for controlling lighting for energy saving. The lighting control system that saves energy includes an access control system that recognizes a tag of an access card to control opening and closing of a door; a lighting controller interworking with at least one camera, an illuminance sensor provided at a window side, and an absence detection sensor provided for each lighting, and equipped with an intelligent lighting switch; and a lighting control management server interworking with the access control system and a camera system, connected to a user terminal through wired/wireless communication, transmitting a control signal from the user terminal to the lighting controller according to the change in the illuminance of the illuminance sensor, the presence or absence of the user, or the camera image detection, and providing a lighting control based on 1) schedule control, 2) group control, 3) daylight control, and 4) absence detection sensor for lightings in regions divided into n sub-regions using the lighting energy saving algorithm.
